Project Strategy 

  1. Recognizing three phases of flood prone area like Pre Flood Situation (Feb – May), Disaster Preparedness

        ( June – Sept) and Post Flood Operation (Oct – Jan) 

  1. Promotion of alternative model to cope up with the flood situation and explore the livelihood options depending on availability of water resources and soil conditions.

Rice Cultivation for flood prone areas:

  • Late Transplanted Sali rice (end sept)  with traditional photo period sensitive variety (Manohar Sali) with closer spacing, higher no of seedling and 60 days old seedling

  • Late Transplanted HYV Sali rice up to mid Sept with 25 days old seedling

  • Broadcasted sprouted rice seed in end of August to 1st wk of sept immediately after flood subsides

  • Boro Paddy from December to April/May in low lying areas or peaty land with stagnant water or with irrigation

  • Early Ahu (irrigated) from mid Feb and very early ahu (rainfed) from March

 Rice Variety to be adopted

  • Submergence tolerant variety – Jalashree and Jalkunwari

  • Variety for Staggered planting – Gitesh

  • Deep water rice – Panindra and padmanath

  • Post flood rice variety with short duration – Luit, kapilee (100-110 days duration); Lachit, Govind (120 days), Kalinga 3, Sonamukhi, Heera

  • Boro (summer) rice variety (Joymati, Chandrama, Kanaklata)

  • Transplanted ahu paddy variety (Luit and Disang).

  • System Rice Intesification.

Crop Planning during flood free period

  • Summer moong (Green gram) and black gram from mid Feb to May for harvesting before flood.

  • In Upland land sowing of green gram and black gram up to middle of September.

  • Rape and mustard from 15th to 30th October.

  • Potatoes from 1st to 30 th October.

  • Wheat and oat from mid November to mid December. 

  • Rabi maize from mid September to mid October.

  • Summer maize from February

  • Pulses such as lentil and kesari (Lathyrus) as relay crop in rice fields around November.

  • Peas from mid Nov to mid of Dec.

  • Summer Vegetables from Feb to May and winter vegetable from Oct - Feb

C. Land and Water Resources Development:

  • Improvement of farm management practices through agronomic interventions - seed priming, nutrient recycling, green manuring, vermi compost, Deep tillage etc.)

  • Watershed as approach - Soil and Moisture Conservation measures which include field bunding, gulley checks, trenching, pasture development, vegetative hedging and plantation, etc

  • Water Resources Development (WRD) where the emphasis would be on the renovation of the existing water harvesting structures, development of small water harvesting structures particularly earthen structures like farm pond, earthen storage tanks, flash-dams, dug wells etc.

  • Flood Alarming system

D. Livestock and Fishery Development

  • Livestock promotion with quality input material and health care services
  • Saturated aquifer for fishery and irrigation
  • Farm based micro enterprises
  • Value addition and Agro-processing.
  • Farm Mechanization

 E. Institutional mechanism for sustainability of the interventions

  • Bring synergy in the ongoing programmes
  • Development of inclusive, self-managed and sustainable Community Based Organizations (CBOs) and their Federations for livelihoods improvement.
  • Setting up CBOs like the Federation of SHGs and the Cluster Resource Centre
  • Involvement of existing CBO promoted by Departments, NGOs etc. in the project interventions.
  • Training and orienting CBO representatives in participatory planning, budgeting, appraisal, procurement, implementation & operation and maintenance aspects;

F. Disaster preparedness

  • Seed and Grain Storage
  • Fodder Storage
  • Silage making
  • Protection of Pond, Tank, Drainage line, Embankment, culvert and other infrastructures
  • Community actions
  • Health and Sanitation issues for human being
  • Disease prevention care like vaccination, de-worming of livestock
  • Strengthening Non farm activities as a viable source of income during crisis period.

G. Extension

  • Establishing Farmer to Farmer extension
  • Generating knowledge through project team by documenting the best practices and approaches.
  • Ensure dissemination of the experiences within the sector by organizing workshop and seminars for scaling up.
